New steps to enhance transparency in Power Sector

In a bid to enhance transparency in power transmission sector of the country, the government has launched the‘TARANG’ Mobile App, ‘e-Trans’ & ‘DEEP’ e-bidding web portals. These are developed by Rural Electrification Corporation Transmission Projects Company Limited (RECTPCL), a subsidiary of REC Ltd.

  • These measures are aimed at enhancing ease, accountability & transparency and would boost confidence of investors in power transmission sector. Better price discovery shall ultimately benefit the power consumers in India.


TARANG: It is a powerful monitoring tool that tracks upcoming transmission projects and monitor the progress of Inter-State & Intra-State transmission systems in the country, being developed through Regulated tariff mechanism as well as Tariff Based Competitive Bidding(TBCB) route. TARANG shall also include status of stalled/delayed transmission systems in country which would enable the stakeholders viz. Ministry of Power, State Governments, all private sector transmission developers and PSUs like Power Grid Corporation of India Ltd., for expeditious completion of such projects. Green Energy Corridors, an important component of our renewable energy mission, would also be monitored through TARANG.

e-Trans’: It is a web platform for e-bidding and e-reverse auction for Tariff Based Competitive Bidding (TBCB) in transmission projects. Till date transmission sector providers have been participating in transmission bids through manual mode. With e-Trans, the interface will be electronic.

DEEP (Discovery of Efficient Electricity Price) e-Biddingportal: It is for medium term (1-5 years) purchase of power. The Portal will provide a common e-bidding platform with e-reverse auction facility to facilitate nation-wide power procurement through a wider network so as to bring uniformity and transparency in the process of power procurement.

Soon, postman will also deliver Ganga Jal

  • Postal department might soon deliver water from the Ganga river to your doorstep.
  • Ganges which is considered holy by the Hindus.
  • Communications and IT Minister directed the Department of Posts to utilise e-commerce platform so that pure Ganga Jal from Haridwar and Rishikesh can be provided to the people.


E-governance app

  • Government is also working on a single mobile application through which citizens would be able to access over 1,000 e-governance services provided by the Centre, State governments as well as local authorities.
  • The new application UMANG — short for Unified Mobile App for New-age Governance — will be available in 12 Indian languages, besides English.
  • This application will be a game changer… a common mobile application for all government services.


Smartphones for postmen:

  • By March 2017, all postmen in urban centres will be given smartphones, while those in around 1.3 lakh rural post offices will be given handheld devices.
  • About 4,000 handheld devices have already been given.
  • It will help in financial inclusion.

Digital vans all set to take e-governance to rural areas

Government’s new initiative:

  • The government will roll out a new campaign under which 66 digital vans.
  • Van will be equipped with Internet and audio-visual facilities, will go to 657 districts by March 2017 to increase awareness about various e-governance services in rural and semi-urban areas.


  • To reach out to more than 10 lakh citizens and register over 1.5 lakh rural citizens for MyGov, digital locker, Aadhaar and other digital services.
  • These vans would cover more than 13 lakh km in 13,200 man days.
  • The campaign will be flagged off by Communications and IT Minister Ravi Shankar Prasad at a conference to present the report card of the Ministry’s two years in office.
  • It will run from May 30, 2016 to March 31, 2017.
  • The vans will use the Internet and audio visual facilities to interact with and educate the people in rural areas, especially the youth, about the various Digital India initiatives.

State government’s role:

  • State governments, along with the Department of Posts, Department of Telecommunications (BSNL) and CSC-SPV, will play an active role in the execution of this campaign.
  • A district level committee, headed by the District Collector, will foresee its ground level execution to ensure that the maximum benefit is generated out of this campaign.

34 districts in phase 1

  • During phase 1 of the campaign till July 2016, some 16 vans will cover 34 districts in nine States — Haryana, Rajasthan, Punjab, Gujarat, Maharashtra, Chhattisgarh, Karnataka, Kerala and Andhra Pradesh.

Service in 14 languages

  • Rural citizens will be informed about the services offered at CSC centres, national scholarship portal, e-hospital, digital lockers and Aadhaar in 14 languages — Hindi, English, Gujarati, Punjabi, Tamil, Telugu, Kannada, Oriya, Bengali, Assamese, Manipuri, Urdu, Marathi and Malayalam.

INFRACON, ePACE and up-Scaled INAM PRO launched

The government has launched ePACE, INFRACON and an updated version of INAMPRO, three innovative IT initiatives of the Ministry of Road Transport & Highways, developed in house by NHIDCL(National Highways and Infrastructure Development Corporation Ltd.)


ePACE (Projects Appraisal & Continuing Enhancements) is an online integrated Management Information System that brings projects from all wings of the Ministry under a common platform, ensuring their effective and real time tracking. More than 2000 projects being executed by multiple agencies are currently listed on the portal and it is possible to get any information about their real time status, fund utilization etc. The portal also allows for validation checks to prevent wrongful entries, making it difficult to fudge figures. It has also been provided with GIS interface to enable easy geo-tracking of the projects. ePACE as a platform is amenable to be used for monitoring projects pertaining to any ministry in the country and can improve governance of such projects.

INFRACON is the National Portal for Infrastructure Consultancy Firms and Key Personnel. This portal acts as a kind of bridge between consultancy firms working in the road engineering and construction sector and domain experts and key personnel who are deployed both for project preparation and supervision. The portal hosts the credentials of consultancy firms and key personnel and has linkages to Aadhar and Digi-locker for data validation and purity.

INAM PRO has been developed as a web-based application for Infrastructure and Material Providers. It is a kind of a web based market place that brings together the material providers and the prospective buyers on a common platform. The platform was launched in March 2015 to facilitate contractors and cement buyers engaged in executing central/state funded roads and highways and bridge construction projects to place cement orders online with the registered cement companies offering cement at competitive rates in the vicinity of project execution locations. Using INAM Pro, companies can track orders, add more products, add cement offerings, view listed buyers, and submit their complaints or suggestions to Ministry. With the help of INAM Pro, the Ministry of Road Transport and Highways will be able to track and monitor the activities of buyers and suppliers, and remove impediments of both the parties.

Mobile Governance Programme

Steps taken to implement Mobile Governance so far-

  • A Mobile Applications Store (m-AppStore) has been developed as part of Mobile Seva project and currently hosts over 659 mobile applications
  • Citizens can now directly interact with Government Departments through SMS. As on date, over 583 public services have been made available to the citizens
  • DeitY is implementing Mobile Seva project as a one-stop solution to all the Central and State government departments and agencies across the nation for all their mobile services delivery needs
